What Does BCA A1 Mean for Your Project?
BCA runs the Contractors Registry System (CRS). It grades builders by workhead and financial size. So “A1” tells you how large a job a firm may tender for in public work.
| Credential | What we hold | What it means |
|---|---|---|
| BCA registration | CW01 General Building, grade A1 | So there is no cap on public tender value. |
| Builder licence | General Builder Class 1 | Also, BCA allows projects of any value. |
| Quality | ISO 9001:2015 | Then quality checks follow a set system. |
| Environment | ISO 14001:2015 | So site impacts follow a set system too. |
| Safety | ISO 45001:2018 and bizSAFE Star | Also, safety follows a set system. |
| Site practice | BCA Green and Gracious Builder | So we meet BCA’s site conduct scheme. |
First, BCA’s tendering limits for 1 July 2026 to 30 June 2027 set A1 as unlimited. In contrast, A2 stops at $105 million and B1 at $50 million. Next, BCA states that a Class 1 general builder may take projects of any value. However, Class 2 is limited to $6 million or less.
Also, BCA requires CW01 and CW02 firms graded A1 to B2 to hold Green and Gracious Builder certification. Then, since 1 June 2025, firms must register with CRS before they hire construction S Pass or Work Permit holders. For more, read our guide to CW01 A1, A2 and B1 grades.
What Does Our Main Contractor Service Cover?
As main contractor, we carry the build and the site. Our building services include:
- Structural works, such as RC frames, slabs and ramps.
- Foundations and civil works.
- Architectural works, so walls, roofs, doors and finishes.
- A&A works to existing buildings.
- Interior fit-out for commercial and residential space.
- M&E works, which we plan with your engineers.
- Design and build, if you want one contract for design and works.
- Project management, then upkeep and operations support.
So you can hire us for a full new build or one package. Then we fit the team to the scope.
Who Works With an A1 Main Contractor in Singapore?
Our clients want a BCA A1 contractor with a track record. Most fall into these groups:
- Developers who plan warehouses or industrial buildings.
- Industrial owners who need a new block, an extension or RC works.
- Facility managers who need A&A works on a building in use.
- Business owners who lease space and then need it fitted out.
However, grade alone does not make a good fit. For example, ask for jobs like yours and check how the builder runs its sites. Our checklist on how to choose a BCA A1 general builder sets out what to ask.
How Do We Deliver Your Project?
Our method follows the five stages in our process. Each stage ends with a clear output.
- Concept. First, we review your brief, site and use. Then we flag build and access issues early.
- Development. Next, we work with your architect and engineers on structure, loads and services.
- Documentation. Then we give your Qualified Person (QP) the builder inputs the authorities ask for.
- Execution. After that, our project managers run the site, trades and safety each day.
- Testing. Also, we test systems and close out defects before the final checks.
- Handover. Finally, we hand over the building with records for your facilities team.
So you deal with one point of contact, and nothing falls between trades.
Which Approvals Do We Coordinate?
Your QP submits the plans. Then we handle the builder’s part and keep the site ready for each check.
| Agency | What applies | Our role |
|---|---|---|
| URA | Planning permission, unless works are on the exempt list. | So we build to the approved scope. |
| JTC | Plan consent for works on JTC land. | Then we give the QP our builder inputs. |
| BCA | Structural plan approval, then a permit before works. | Also, we join the permit as builder. |
| SCDF | Fire Safety Certificate before you move in. | So we finish and test fire safety works. |
For example, URA lists the works that do not need planning permission. Next, BCA states that the developer, QP and builder apply jointly for the structural works permit. On JTC land, JTC needs to consent to new builds and A&A. Then SCDF issues the Fire Safety Certificate only once all fire safety works are done. Finally, BCA handles TOP within 7 working days of full documents.
Also, the URA and BCA circular of 23 July 2026 makes CORENET X mandatory from 1 October 2026. It covers new projects of 5,000 sqm GFA or more. It also covers major A&A works of that size. For industrial sites, our warehouse approvals guide goes further.

Frequently Asked Questions
What is an A1 contractor in Singapore?
An A1 contractor holds the top financial grade in a BCA Contractors Registry System workhead. For CW01 General Building, BCA sets no tendering limit for A1 firms from 1 July 2026 to 30 June 2027. In contrast, A2 firms can tender up to $105 million. Weima Builders is registered under CW01 at grade A1.
What is the difference between CW01 A1 and General Builder Class 1?
They are separate. CW01 A1 is a BCA registry grade that sets public tender limits. General Builder Class 1 is a BCA licence for building works whose plans need the Commissioner’s approval. BCA states that Class 1 builders may take projects of any value. Weima Builders holds both.
Do A1 contractors need Green and Gracious Builder certification?
Yes. BCA states that CW01 and CW02 firms graded A1 to B2 must hold Green and Gracious Builder certification to apply for or keep their registration. The scheme covers environmental care and public-facing conduct during works. Weima Builders holds a BCA Green and Gracious Builder certificate.
Can a BCA registered contractor hire foreign workers without CRS?
No. BCA states that since 1 June 2025, all firms that wish to hire construction S Pass or Work Permit holders must first register with the Contractors Registry System. So CRS registration matters even for firms that only take private work. Weima Builders is registered under CW01 at grade A1.
What should I send for a main contractor enquiry?
Send the site address, any drawings or a brief, your target start and finish dates, and the planned or affected GFA. With these details, our team can review the scope and how easy the design is to build. Then call +65 6548 3000, email info@weima.sg or use our contact form.
