What Does Our Warehouse Construction Cover?
First, we act as the main contractor, so one team carries the build. Our building services cover the trades a warehouse needs. Then we fit the scope to your brief.
- Structural works, so RC frames, slabs and ramps.
- Foundations and civil works.
- Architectural works, such as walls, roofs, doors and finishes.
- M&E works, which we plan with your engineers.
- Mezzanine floors and offices within the floor plate.
- Fit-out of an existing floor, if you lease space.
- Design and build, if you want one contract for design and build.
- Upkeep and operations support after handover.
Also, we can join early. For example, we can check how easy the design is to build while your consultants draw it up. As a result, fewer changes reach site once work starts.
Who Is Our Warehouse Builder Service For?
We work with clients who want a builder with a warehouse track record. They include:
- Developers who plan single-user or multi-storey warehouses on industrial land.
- Logistics firms that need ramp-up access, container parking or high floor loads.
- Factory owners who want storage space with offices or a canteen.
- End users who lease space and then need the floor fitted out.
However, each client faces different risks. For example, a developer cares most about tender value and programme. In contrast, an end user often cares about the move-in date and the landlord’s rules. So we plan around the outcome you need.
How Do We Deliver Your Warehouse?
Our method follows the five stages in our process. Each stage has a clear output, so you know what comes next.
- Concept. First, we review your brief, site and use. Then we flag build and access issues early.
- Development. Next, we work with your architect and engineers on structure, ramps, loads and services.
- Documentation. Then we give your Qualified Person (QP) the builder inputs the authorities ask for.
- Execution. After that, our project managers run the site, the trades and safety each day.
- Testing. Also, we test systems and close out defects before the final checks.
- Handover. Finally, we hand over the building with records for your facilities team.
So you get one point of contact, and nothing falls between trades.
Which Approvals Apply to Warehouse Construction in Singapore?
Your QP submits the plans. However, we handle the builder’s part and keep the site ready for each check.
| Agency | What applies | Our role |
|---|---|---|
| URA | Business 2 use rules for industrial floor area. | So we build to the approved layout. |
| JTC | Plan consent for works on JTC land. | Then we give the QP our builder inputs. |
| BCA | Structural plan approval, then a permit before works. | Also, we join the permit as builder. |
| NEA | Siting check for new industrial use. | So we plan site works to suit the result. |
| LTA | Code of practice for vehicle parking. | Then we build ramps and parking to plan. |
| SCDF | Fire Safety Certificate before you move in. | Also, we finish and test fire safety works. |
For example, URA’s Business 2 rules state that at least 60 per cent of industrial GFA must stay in industrial use. Also, JTC needs to give consent for a new build on its land. Next, NEA’s industrial siting consultation covers new industrial development. NEA aims to reply in 7 working days once it has full documents.
Then, BCA states that the developer, QP and builder apply jointly for the permit for structural works. BCA lists 7 days for it. For vehicle access, LTA points to its Code of Practice on parking. Finally, SCDF issues the Fire Safety Certificate only when all fire safety works are done. After that, BCA handles TOP within 7 working days of full documents.
CORENET X for larger warehouses
Also, the URA and BCA circular of 23 July 2026 makes CORENET X mandatory from 1 October 2026. It covers new projects of 5,000 sqm GFA or more. It also covers major A&A works of that size. So most multi-storey warehouses now pass through the CORENET X gateways. For more detail, read our guide to warehouse costs, timeline and approvals.

Frequently Asked Questions
What does a warehouse builder in Singapore do?
A warehouse builder acts as the main contractor for the build. It runs the site, the trades and safety. It also joins the BCA permit application with the developer and Qualified Person. At Weima Builders, our scope covers structural, architectural, foundation and M&E works, plus fit-out and handover records for your team.
Can Weima Builders build a ramp-up warehouse?
Yes. We built a 7-storey single-user ramp-up warehouse with mezzanine floors at 4 Pandan Crescent, completed in 2023. We also carried out RC works for a 7-storey ramp-up factory and warehouse at 5 Tuas Avenue 5, completed in 2019. Both jobs appear on our project references page.
Which approvals does a new warehouse need?
A new warehouse usually needs URA planning approval and JTC plan consent if it sits on JTC land. It also needs BCA structural plan approval and a permit. NEA siting consultation applies to new industrial development. Then SCDF must issue a Fire Safety Certificate before you move in, and BCA issues TOP.
Does CORENET X apply to my warehouse project?
It depends on size and timing. From 1 October 2026, CORENET X applies to new projects of 5,000 sqm GFA or more. It also applies to major A&A works of that size. Below 5,000 sqm, gateway submission stays voluntary for now. So ask your Qualified Person to confirm the route for your project.
What should I send for a warehouse construction enquiry?
Send the site address, any drawings or a brief, your target dates, and the planned GFA and storeys. With these details, our team can review the scope and how easy the design is to build. Then call +65 6548 3000, email info@weima.sg or use the contact form on our website.
